"content": "On a point of order, Mr. Speaker, Sir. I rise to concur with Sen. Orengo on a technical matter and proceed to propose further that when Bills are sent from the Government to Parliament, they are referred to the National Assembly. Ideally, they should be sent to Parliament and not to the National Assembly. By sending them to the National Assembly, it appears like it is the Assembly to decide whether the Bill should be debated by the National Assembly or by both Houses. I think in the discussions we will have – I agree completely that this Bill should be brought before this House – with the Chairman in charge of the respective Committee that deals with this matter, I have been hard pushed by the public to say what the position of the Senate is on this Bill. I have, as you may be well aware, communicated with you in private and sought that this Bill be brought to this House for debate. To me, this is a matter that concerns counties. At the very least, counties are supposed to be getting broadcasting rights and frequencies for counties as county governments. Therefore, I cannot see, in the eyes of any reasonable person, why this Bill should be debated by the National Assembly and not by both Houses."
