    "content": "I thought the rules passed regarding pollution were supposed to address some of these issues. As you know, it is a function that is devolved; perhaps, there are people who should be addressing the rules in the context of devolution. As you know, there are some who are called guardian angel, guarding defenders of devolution and such like things. Because that is a matter of pollution which is devolved, they should be dealing with it while it is happening out there. For now, I think we have to make do with that cacophony.
