    "content": "Hon. Temporary Deputy Chairman, Sir, yes it is. I rise to oppose what hon. Sakaja is proposing completely. The realities are that some of our parties were not even able to issue and receive registration cards, record their members and here we are presuming that they are going to be able to collect from civic, gubernatorial, senatorial, presidential and women representative candidates at all these levels. They should be able to collect all these documents and paper work and even store it and handle it. Our parties do not have the capacity. Let us make laws in a proper way and with the reality."
