Sakaja is saying that if at one stage you need to present your budget so that the party can support you, you can do so. If I am going to spend a few days to work and prepare a budget that I present to the party, then I shall make sure that the party is able to honour it. We can put it in law to make the party honour that expenditure report, so that where there are deficits, they must be able to pay for it.
