I think we need to be very careful with some of these clauses. They look harmless but they can bring points of big arguments especially when push comes to shove. Could I kindly ask the Chair of the Committee what she means by “foreign government”? What about multinational corporations that for example are resident in Kenya and are owned primarily by foreigners? Are they foreign government?"
