    "content": "I agree with the amendment raised by the Member for Kibra about the 20 per cent. The spirit of the law is to avoid the funding of a candidate by certain wealthy individuals and then ruining the election. When you talk of 30 per cent, it means that three people can fund your entire campaign budget. At least, 20 per cent is one-fifth of whatever budget and we will also avoid contradicting another law. With regard to the amendments proposed by the hon. Member from Homa Bay that we delete “NGOs” and that we also delete, as raised by hon. Eng. Gumbo---"
