"content": "Hon. Temporary Deputy Speaker, the amendment to subclause (2)(c) is only to the extent of changing the words “expenditure” to “campaign financing”. It is just a matter of language. In the subsequent amendment proposed on subclause (c)(i), we are dealing with the question of timelines. Any person who will be going into electoral campaigns must open a campaign financing account into which the contributions shall be deposited. In the case of a candidate or a political party committee, the account will be opened eight months before the poling day. The earlier provision was for three months. The Committee felt that three months is too short a period and decided that for purposes of getting funding, the account needs to be opened eight months before the poling day. That is the extent of the proposal of the amendments to Clause 18."
