"content": "Hon. Temporary Deputy Chairman, it is a very interesting debate because when we were in the Committee meeting and looking at the costs of campaign, there were costs of travel, communication and special visits that a candidate would need to give to his constituents. It appeared that in places that are densely populated, a candidate would end up spending more. So, I hope that answers the question. In any case, in many electoral areas, the election indices are two: The geographical area and the population. We now have a limitation in the Constitution as to the number of people that an electoral unit shall have. In many wards, it should not exceed 26,000 people. In many constituencies, we are still aspiring to around 133,000 people. The counties also have certain limitations. So, the population is a very important index."
