"content": "Even before that, maybe I can assist here because we saw the same problem in 2009 while we were working on the Constitution, especially on the area of boundaries. It was difficult to differentiate between urban centres and rural areas and really there might be very many dynamics, but I think one which might cover many of the factors is the distinction of urban and rural areas. If you look at Article 89(5) of the Constitution, which are the factors to be taken into account when creating boundaries of constituencies? Part 5(a) talks about geographical features and urban centres. So, geographical features include mountains and what not which also have an effect on the communication network. So, “geographical features” is a more encompassing word than just “area” and “urban centres”. This will give you a distinction between the urban and the rural areas and it will be able to cover a lot of those dynamics. We assume that most rural areas may be homogenous."
