    "content": "Then I can summarize, it is a long Statement. The issue of Dr. Peter Maina, the former director of vetinary services is a long history because Dr. Maina was supposed to retire as early as 2008, however, he has been on contract extention from time to time, of course in September he applied for an extension which was allowed by the Ministry and Public Service Commission. After the expiry of that, in December 2009 he applied for the second extension, in January 2010, again it was extended by one year. The third extension was turned down by Permanent Secretary on Livestock. However, Dr. Maina appealed to the head of Public Service Commission, which allowed for two more years. Now the two years is coming to an end in 31st December 2013, and Dr. Maina has proceded on his leave awaiting his retirement. Therefore, the Ministry has appointed an acting director of vetinary service to act in that capacity until the Public Service Commission advertises the post and recruits competitively."
