    "content": "(c) The initiative has reduced the under-staffing in our schools greatly. However, some teachers have turned down the officer citing low remuneration. Concerns have also been raised about the level of commitment of these teachers given that they have similar qualifications and offer the same services with other teachers yet their remuneration is below that of other teachers. The contract teachers who turned down the offer of employment, resigned or deserted duty as at 21st May, 2011 are as follows:-"
