    "content": "Hon. Temporary Deputy Chairman, I beg to move:- THAT, Clause 5 be amended by deleting sub-clause (3). This sub-clause indicates that the headquarters of the Media Council will be in Nairobi. In my opinion, we need not make the headquarters very static because we cannot foretell the future. The Council may decide to change its headquarters. So, let us give the Council liberty to establish its headquarters at any place it feels it is more convenient."
