Basically, if you go through the amendment which was proposed by the Chair of this Committee, it is taking care of the interests of hon. Irungu. In addition, the Media Council will not be giving out licences. Licences will be coming from other authorities and the examinations and approval of the curriculum are always done by the Ministry of Higher Education and not necessarily the Media Council of Kenya."
