It is only dealing with issues to do with journalism. So, therefore, if I was for instance to do this amendment in the Universities Act, I would be out of order because the Universities Act is a specific Act that deals strictly with issues relating to universities. That body which is created by the Universities Act does not have power over colleges. Since the Media Council is the entity that is strictly dealing with issues to do with journalism, it should have all powers to deal with issues to do with educational institutions that want to offer journalism courses."
