In my opinion, this amendment is superfluous because the Constitution is very clear under Article No.95(4) on who appropriates money. So, you really do not need to specify it. Such kind of specification I think just raises unnecessary eyebrows. In my opinion, the Constitution already stipulates who appropriates money on behalf of the country. That is the National Assembly."
