    "content": "Hon. Temporary Deputy Chairman, as a member of the Committee I would like to support what my Chairman has said. Initially, there was a proposal to have 13 names submitted to the Cabinet Secretary. We decided that, that would be subject to abuse because the Cabinet Secretary would have the privilege of choosing. Now that he or she has no role in terms of what name comes to his or her desk, we thought we could put it this way since it is the actual number of nominees that is submitted to them."
