    "content": "This was actually a typo because when you look at it, it is meant to be dealing with the decisions of the Commission. If you read it, it says “Where no application is made to challenge the decision of the Commission within thirty days of the date of the decision, the decision of the Council shall be final and binding to the parties.” That should not be Council but the decision of the Commission shall be final and binding. It is just replacing “Council” with “Commission”."
