    "content": "(1) An unqualified person shall only practice journalism under a license, authority or consent given by a journalist. (2) A person who contravenes subsection (1) commits an offence and shall be liable, on conviction, to a fine not exceeding twenty-five thousand shillings or to imprisonment for a term not exceeding two years, or both. Unaccredited institutions."
