    "content": "On a point of order, Mr. Deputy Speaker, Sir. With all due respect, I think the Assistant Minister is absolutely out of order because these are not new entrants into the service. These are teachers who are already in the service. They have already been assigned responsibilities in their respective schools. The Ministry can issue a policy directive to absorb these teachers even on affirmative action basis. Could the Assistant Minister unequivocally assure these 18,060 young Kenyans, who are struggling out there, that they will be absorbed within this financial year? What is so difficult in him doing so?"
