The view that the Chairman takes is this: That the first one defines who the journalist is while the second one adds qualification to what a journalist should have. So, we begin with the one that defines who a journalist is. If it is carried, then hon. Kang’ata can prosecute his, which is insertion. If his is not carried, still we go back to the Bill. I hope the Bill has a definition of a journalist and we will still debate what hon. Kang’ata has. I had proposed that."
