With due respect, I am really not going against your ruling but you will appreciate that the proposed amendments are being introduced at the third stage. This means that they were not in the original Bill as published. The fact that amendments are being introduced at the third stage of the Bill means that the most substantive amendments to the insurance law are being introduced at the third stage. We are concerned because one of the principles enshrined in Article 10 of the Constitution is public participation, and not introducing amendments at last stage of a Bill."
