    "content": "Hon. Temporary Deputy Chairman, I am saying that these amendments were introduced during the Committee Stage. They were not contained in the original Bill. That is where the concern lies. If you look at the implications, in terms of its impact on Kenyans’ fundamental right to compensation; you will appreciate that it is being capped at Kshs3 million. If a Kenyan gets involved in an accident and sustains a fracture, the claim, including medical expenses, do not add up to Kshs3 million. We have just considered the Wildlife Compensation Bill. We fixed the compensation for death of a person occasioned by a wild animal at about Kshs5 million. So, what is the rationale for us to fix the maximum compensation for deaths arising from accidents at Kshs3 million?"
