    "content": "Mr. Deputy Speaker, Sir, I am not against the Financial Statement, but I am against the fact that Parliament, which should be guarding the Constitution, is now here to ensure that the Constitution is not complied with. Article 221(4) of the Constitution is very clear. The Standing Order No.152 is also very clear on this issue. During the Speaker’s Communication on Tuesday, he said very clearly that:- “Before the National Assembly can consider the Estimates of Revenue and Expenditure, this has to be discussed and reviewed by the relevant Committees”. He also quoted the same article of the Constitution. He went ahead to say that the Motion will be brought by the House Budget Committee. He even said that the Motion could read something like: “This House do adopt the Report of the Budget Committee on the Estimates of Revenue and Expenditure laid in the House by the Judicial Service Commission, the Parliamentary Service Commission and the Executive”."
