    "content": "If we go this route, it means that we shall be taking the public for a ride. The public has to contribute in accordance with Article 221(4) of the Constitution which requires public participation. This will pre-empt what is going to be said. So, I support the view that we postpone this and we discuss it fully in another Motion after the Report of the Budget Committee."
