"content": "âBefore the National Assembly considers the Estimates of Revenue and Expenditure, a Committee of the Assembly shall discuss and review the Estimates and make recommendations to the Assemblyâ. If you look at the Motion that is being proposed by the Deputy Prime Minister and Minister for Finance, it clearly states that the Financial Statement and all other documents tabled on Wednesday 8th June, for the Fiscal Year 2011/2011 be referred to the Budget Committee. So, this is going to lead to a discussion of the Financial Estimates before they have been referred to the Committee. This Motion is proposing that we actually disobey the Constitution. Therefore, the Motion is unconstitutional. At this stage, it should be stopped and the Estimates already stand, by the operation of the Constitution, committed to the Budget Committee. It is after the report of the Committee and after public participation that this House can then discuss those Estimates. The procedures we are undertaking now are new and we need to look at the Constitution twice."
