    "content": "Thank you, hon. Speaker, Sir. I wish to move that the Vetting of Judges and Magistrates (Amendment) Bill, (National Assembly Bill No.44 of 2013) be now read a Second Time. As I had just mentioned, I will be very brief in the interest of time. This is because I know hon. Members are quite tired. As I stated earlier, pursuant to paragraph 23 (1) of the Sixth Schedule of the Constitution, it is required that the National Assembly passes legislation to enact an Act of Parliament that will operationalise the Vetting of Judges and Magistrates so that we can comply with the new Constitution.
