    "content": "Hon. Temporary Deputy Chairlady, I beg to move:- THAT, Clause 3 be amended in sub-clause(3)- (b) by deleting paragraph c. I propose that we delete that amendment. The reason is that the amendment is trying to delete (j) which provides that the Commission needs to ensure that the Service is sufficient and effective. Really, I do not know why we would not want to have a Service that is efficient and effective. Because of that, I propose that we delete it."
