"content": "Thank you, hon. Speaker, Sir. I fully agree with my colleagues from the other side of the House that, really this is a House of rules and it must maintain at all times, decorum that is required. I have listened to the lectures from the Leader of Majority Party, even though I thought he went a little overboard because when we address this issue, we should remove emotions. What happened yesterday, whether you lost for the first time and it was a shock to you, that really should be put aside and we concentrate on the matter at hand. Hon. Speaker, we want to make your life easy to really be able to be in charge of this House because we elected you, with the majority and you are the speaker of the National Assembly. You deserve respect, the same way the Chair deserves respect. We plead and request that the Chairs who preside over the Committees of the whole House need also to listen to our points of order and at times take decisions that are backed by traditions and history. I have never seen for the time I have been in this Parliament - and I am not so new; this is my sixth year - where the Chair presiding over the House refuses when a Member calls for progress to be reported. Yesterday, we realized that we did not have the majority and we thought that we could have the two leaderships of both sides. Because this matter of the Kenya Information and Communications (Amendment) Bill is so contentions, it has been in the public domain for some time and this House has been bashed, we wanted to do it right."
