    "content": "The other bit is about form. It is the practice of the House that the form indicated here is the one that obtains and does not cause any confusion at all. The Kenya Information and Communications (Amendment) Bill, National Bill No.19 of 2013 had been passed by this House. So, what this House is to debate is the Memorandum. Therefore, the form adopted here by the secretariat is correct. It is what is expected. It is for that reason that if you go to the inside pages you will go to clauses that have been addressed in the Memorandum. This is because you are not allowed under our rules to consider anything else in the Bill because you had already passed it on 31st October. So, it is not open to you, as Parliament, to touch any other clauses of the Bill. You can only deal with the clauses that the President has raised issues on. I think that is clear."
