Yesterday, I drew your attention to the provisions of Chapter Eight of the Constitution which is on the Legislature. It is in your own Constitution that at the end tail of legislating, Kenyans decided that before laws come into force, they want a situation in which the President, who is not in the legislature, has a role to play which is to assent. It is a provision you put in the Constitution under Article 115. So, I think that as Parliamentarians we are at liberty to express this shock at this time, but you are still within your powers to propose amendments to the Constitution.
