    "content": "Order! Hon. Members, I think there is need to appreciate the cardinal doctrine of separation of powers. In that cardinal doctrine of separation of power, the Executive has a right to indicate its philosophy, policy, ideology and its ideas of construct. Standing Order No.25 says:- “A Member who wishes to postpone to some future occasion the further discussion of a question which has been proposed from the Chair may claim to move “That the debate be now adjourned”, or in the Committee of the Whole House, “That the Chair do report progress”.” The Chair understands and appreciates that this is a new dispensation and we will, definitely, be making a few starts here and there. However, it is important to appreciate that the Executive is merely saying that it intends to send the information, policy, idea and ideology behind the Estimates, and refer them along with the Estimates to the Committee for consideration. In the final analysis, there is no way we can get away from the fact that in the new constitutional dispensation, the Committee has to come back and report to the House. The Financial Statement is what the Minister is trying to refer to the Committee. As far as the Estimates are concerned, they stand committed immediately they are tabled in this House. So, the Chair is convinced that it is in line, and it is time that the Chair gave leadership on this process."
