    "content": "On a point of order, hon. Speaker, Sir, I am sorry for the little disruption of the Clerk. I am rising under Standing Order No.47(3)(b), seeking your indulgence and guidance to the House on the constitutionality of the debate on Item No.10, on the Order Paper today. The issue that is on this particular Order Paper with regard to the discussion that we are about to have relates to the Memorandum from the President, which contains the issues of his refusal of, or his opinion on, the Kenya Information and Communication (Amendment) Bill,(National Assembly Bill No.19 of 2013). As provided for in the Constitution under Article 115(1)(b), indeed this Bill has been referred back to the House; within 14 days of receipt of a Bill, the President shall refer the Bill back to Parliament for reconsideration, noting any reservations that the President has concerning the Bill.
