"content": "Hon. Speaker, thank you. Indeed, I am happy that I have got this chance to express myself. I just want your indulgence following your very eloquent ruling, today and even last week. If you look at Article 115 of the Constitution and again look at Standing Order No. 154, the operating word is “reservations”. That the President shall send back the Bill with his reservations. Nowhere under Article 115 or under Standing Order No. 154 do we have anything to do with proposal or amendment. The issue here is that if the Constitution gives this House the power to reconsider President’s reservations, it goes ahead to say that if the House is to disagree with the President’s reservations, it has to do so with the two-thirds majority. That is very clear.
