    "content": "Mr. Deputy Speaker, Sir, we now must move from lamenting because the Constitution gives us power. This is the time we can make an impact in our country. Large sums have been provided for irrigation. It is our time to interrogate how these monies are going to be spent by the Ministry of Water and Irrigation. When we meet our constituents, our greatest challenges are health, hunger and education. Let us interrogate the equity, or lack of it, in the allocations in these areas. I think that although it is the Budget Committee to which the Constitution commits the Estimates, each one of us is entitled to sit with the Budget Committee, and to sit in the Budget Committee, and make our contributions to ensure that the Budget is forward-looking and will end up being of great effect to Kenyans."
