"content": "Thank you, hon. Temporary Deputy Speaker for the opportunity to address the matter of this Bill. It has been said by so many Members that a miscellaneous amendments Bill deals with small clean up issues relating to legislation. Looking at the Bill before us as a Statute Law (Miscellaneous Amendments) Bill, first you reckon that we are seeking to have amended a whole 49 Acts of Parliament or statutes. The number, for one, is too big. Again, if you look at it, we are dealing with very substantive issues even in respect of those statutes in which we are amending single provisions. You will discover when you look at those singular provisions very keenly that we are seeking to amend the very policy or foundation of that Act. I would want to agree with hon. Members that we do not use a miscellaneous amendments Bill to do such a thing. Hon.
