    "content": "I stand on point of order, under Standing Order No.154. I am sure you will recall that the substantive Speaker, on receipt of this memorandum from the President, did make a ruling that it will be put before the House for consideration. I am not sure at what stage the Committee chaired by hon. Jamleck Kamau seized off this matter, because I do not find anywhere in the Standing Orders or the Constitution where the Committee is supposed to take a matter that has gone through the House to the President for ascent, and referred back to the House. So, could we get the clarification, so that we can know whether what we are doing is in order or not."
