    "content": "Thank you, hon. Temporary Deputy Chairman. I am inclined to support what hon. Mwadime has proposed. However, as I was about to rise, I heard your sentiments about the two words, the first one being discretionary and the second one being obligatory on the part of the Board. So, I am still musing about those two issues, but I believe that it is very necessary that members of the communities living in wildlife areas should and must, of necessity, be part of the board of management. We must appreciate that it is the wearer of the shoe who knows where it pinches most."
