What we agreed is that his amendment be published and we specifically noted that this money should go to specific uses of the community. We said that it should not be disbursed to the community but be used to build schools for the community, supply water and electricity. We were very specific about that, so I do not see where it was said that the money should be disbursed to the community for their own use. It was to be utilized to help them develop infrastructure and economic facilities within the area where they are given the land."
