    "content": "Hon. Temporary Deputy Chairman, I beg to move that Clause 41 of the Bill be deleted. This is because, as a Committee, we felt that the Bill needs to be clearer on the establishment of conservancies, national parks and national reserves. So, we have proposed new clauses to deal with these matters and the sequencing. So, we felt that we have to delete Clause 41 for purposes of ensuring that we are clearer in the process of establishing conservancies."
