    "content": "THAT, Clause 47 be amended – (a) in sub-section (2) by inserting the words “and the Mining Act” at the end of paragraph (f); (b) by inserting a new sub-clause immediately after sub-clause (4) as follows- “(5) No person shall undertake oil or gas exploration and extraction without the consent of the Cabinet Secretary and the approval of the National Assembly.” This is because we had no reference to the Mining Act. The other sub-clause we had inserted concerns protected areas so that we do not think it is outside protected areas."
