Temporary Deputy Chairman, I beg to move:- THAT clause 86 be amended- (a) in sub-section (1) by deleting the words “Council on recommendation by the”; (b) in sub-section (2) by deleting the word “sea” and substituting therefore the word “waters” I note that we wanted to replace “council on recommendation by” with the words “Cabinet Secretary” but the words “Cabinet Secretary” is not included under amendment (a). So, with your permission, my amendment would read: “by deleting the words “Council on recommendation by the Service” and replacing with the words “Cabinet Secretary.” In part (b) of the amendment, we are seeking to replace, under sub-clause (2), the word “sea” and substitute therefore the word “waters” because we have territorial waters that are not sea. So, it would be more inclusive if we pass part (b) of the amendment."
