    "content": "Clause 93, part (a) deals with the officers committing an offence and gives a proviso. Then we go to sub-section (2) and sub-section (3) for people who are not in the Service to initiate petitions in court for declaring that officers of the Service are involved in contravening this Act. Therefore, we delete my proposed insertion of a new sub-clause substituting the three subsections."
