    "content": "THAT, clause 96 be amended by inserting the following new sub-clauses immediately after sub-clause (1)- “(1A) The treaties, conventions and agreements as specified under sub-clause (1) shall be ratified by Parliament before implementation by the Cabinet Secretary” This is part of our constitutional requirements, so that we do not have Cabinet Secretaries ratifying international agreements haphazardly and having us to bear the costs and the consequences of such ratification."
