    "content": "We thought that it was important that the Cabinet Secretary is given conditions under which land can be declared a national reserve or gazetted as national reserve or marine park, or proposed variation of national reserve so that it stipulates clearly what conditions are to be followed. It should not be assumed that they have that power and they bring it to the House without following due process. This is what is happening with forest reserves, so we do not want that to happen with the national reserves, marine parks and evaluation of boundaries of the same."
