This is why in legislative practice, schedules should not be legislative work of the National Assembly. They should be handled by the regulators, so that they make those regulations, bring them here and they can be changed from time to time. They should not be so strict, because when you make legislation; it becomes very difficult to amend other than by bringing an amendment to the House and the procedure is tedious and very frustrating.
