I stand to support the Procedural Motion before the House today and also to note that when a Member brings a Motion before the House, most of the issues that are presented before the House are matters of national importance. Therefore, the recognition by this House that such a Motion should have at least three hours for engagement by the House and for purposes of participation by the Members is very important and it gives an opportunity for Kenyans to express their views through their elected representatives."
