    "content": "Hon. Speaker, in the last Session we saw situations where Movers of Motions donated time to Members who unfortunately had not got time. We appreciate that there are challenges in terms of the numbers, but we cannot lock out Members who might have very important ideas to share with this Chamber and the rest of Kenyans. I, therefore, support that three hours is adequate time. Debate can be participatory and the public can know that their representatives are actually addressing the issues that are affecting Kenyans."
