    "content": "Thank you, hon. Speaker. I also rise to support this Procedural Motion but go on to point out that under the new Constitution the Membership of Parliament was increased. So, I still support the idea of five minutes for other Members. When you have sufficient research officers and library assistants, especially given that we can use Information and Communication Technology (ICT), it will be easy for a Member to present his argument in five minutes. Even in the High Court or international courts, judges limit contribution of an advocate, which is very vital, to close to five minutes. So, I still think five minutes will be good because that will mean enough Members from all over the country will be able to contribute."
