Speaker, I beg to move the following Procedural Motion:- THAT, notwithstanding the provisions of Standing Order No.97 (4), this House orders that each speech in a Committee of Supply on a Motion that “The Speaker do now leave the Chair” shall be limited to five minutes, excluding the Mover who shall be limited to a maximum of twenty (20) minutes in moving and ten (10) minutes in replying and the Chairperson of the Budget and Appropriations Committee who shall be limited to a maximum of 15 minutes. Hon. Speaker, this is more to do with the budget-making process and I am sure that hon. Members are aware of what the Committee of Supply is. Similarly, we could use the same provisions during the Vote on Account. I would like to ask hon. Opiyo of Awendo Constituency to second."
