    "content": "I appreciate what the Member for Chepalungu has said. Though we are governed by traditions and practices, and we have to go by that, it will be unfair for the new Members if they do not get a chance to speak. So, when we contribute to the President’s Address, I urge that if there are Members who have been elected to this House many times, for the sake of new Members not to be seen not to participate, they can break from the tradition a bit so that they give the new Members a chance to speak. That is because their constituents are watching."
